Snohomish County Public Records Map
Access depends on the record, not just the name being researched. The County Auditor records land instruments and marriage certificates. The County Clerk keeps the official Superior Court file. The Assessor and Treasurer publish related parcel and tax facts, while health agencies control modern certificates. Elections and corrections maintain still different systems. The first task is therefore to identify the custodian and the law that governs that record set.
| Record Set | Custodian | Online Index | Access |
|---|---|---|---|
| Deeds, liens, plats, marriages | County Auditor, Recording | Recorded Documents, mostly July 1976 onward | Free preview; paid copies; older microfilm |
| Superior Court cases | County Clerk | Washington Case Search and Odyssey | Free discovery; Clerk supplies official copies |
| Parcel and tax roll | Assessor and Treasurer | Property Summary, SCOPI, Tax Search | Free online facts; office or PRA fallback |
| Birth, death, marriage, divorce | Health Department, Auditor, DOH, Clerk | Historical indexes vary; no open modern bulk index | Product and eligibility rules apply |
| Voter file | Elections and Secretary of State | VoteWA self-lookup; monthly VRDB extract | Public fields and use limits set by statute |
| Custody and offender records | Corrections, DOC, Sheriff | Jail Register and state searches | Current facts; protected details withheld |
Open does not mean that every field or image is online. Sealed cases, adoption and juvenile material, protected identifiers, modern vital-source data, and driver information can be closed or controlled. Address Confidentiality Program records receive special handling. Even an open index may offer discovery only. The custodian must supply the official file or certified copy.
Snohomish County Recording Search
The Auditor's Recorded Documents service covers deeds, mortgages, contracts, liens and releases, easements, plats, surveys, and recorded marriage documents. Most online material begins in July 1976. Starting March 2, 2026, searching requires a free account that uses an email address as the username. After signing in, select a category, accept the disclaimer, enter the facts, and submit.
| Search choice | Input | Best use |
|---|---|---|
| Name | Last Name, First Name | Find an indexed grantor, grantee, or other party |
| Document type | Category list | Limit deeds, liens, plats, marriages, and more |
| Recording number | Auditor recording number | Retrieve a known instrument precisely |
| Recording date | Date or range | Narrow a common name |
| Parcel ID | First ten digits | Connect an instrument to a parcel |
| Book and page | Reference pair | Follow an older citation |
| Legal description | Land text | Preferred for surveys, plats, and condominiums |
Results show indexed parties, roles, recording date and number, document type, parcel or legal references, and a watermarked preview. An index entry proves that an instrument was recorded. It does not prove the interest remains in force, so later releases, reconveyances, and deeds matter. Pre-1976 material remains on microfilm at the Everett counter, with staff search also available by phone or mail.
Snohomish County Record Copy Channels
A preview may answer a quick question, but a formal transaction or estate file may require a clean or certified copy. Online unofficial copies download at once. Certified copies are mailed with a seal within five business days. The recorded-document copy request form accepts a description with names, dates, document type, recording number when known, quantity, and copy type.
- Unofficial recorded documents cost $1 per page.
- Certification costs $3 for the first page and $1 for each added page.
- Non-recorded filed documents cost $0.25 per page.
- A certified marriage certificate costs $3 from Recording.
- Substantial or pre-1976 staff research costs $8 per hour.
Email or fax submission prompts staff to call for card payment. A mailed request may include a check or money order, or ask for a payment call. The Customer Service Center counter in the Robert Drewel Building is open weekdays from 9 a.m. to 5 p.m.; visitors should allow thirty minutes before closing. Cards and eCheck are accepted online, while map and postage costs vary.
Note: Open a multipage preview in View and print from the PDF viewer to reduce scaling and cutoff problems.
Snohomish County Records Custodians
Several core custodians share the county campus at 3000 Rockefeller Avenue in Everett, but they do not share one index. Recording staff handle recorded instruments and older microfilm. The Clerk controls the official Superior Court case file. The Assessor connects an address or parcel number to ownership and assessment facts. Contact the office tied to the record rather than sending the same request to several departments.

The county's public-record routing page points requests to the department that holds each file and distinguishes agency records from court cases.
The routing screen is useful when a file belongs to Planning, the Sheriff, or another department outside the three main custodians shown here.
Snohomish County Court Record Rules
Court case records are not requests under the Washington Public Records Act. The county cites Nast v. Michels for that distinction. Case access follows court rule GR 31, while court administrative files follow GR 31.1. Use the free Washington Courts Case Search to select a court level, search type, and court. It can locate a case number, title, parties, type, and docket direction, but it is not the complete official record.
Odyssey Portal provides anonymous Snohomish Superior Court case information. It covers Superior Courts in 37 counties but excludes courts of limited jurisdiction. Anonymous access does not supply filed documents. The Snohomish County Clerk provides copies and controls authorized document access. Sealed matters and protected juvenile, adoption, mental illness, and some family-law information are not exposed like a routine civil docket.
A Clerk copy request identifies the caption, case number, document name, filing date or sub-number, requested exhibits, and delivery method. Published fees include $0.25 per court-file page, $0.50 per exhibit page, $10 audio, $25 video, and $20 for a disc. District Court accepts its form by email, mail, fax, or in person through its four divisions.
Snohomish County Property Record Layers
The Assessor, Treasurer, and Auditor describe different relationships to the same land. The SCOPI parcel viewer and Property Account Summary begin with a parcel number or physical street address. Parcel selection can show owner, taxpayer, property address, gross acres, market value, tax-code area, neighborhood, sales, tax history, legal description, and structure facts. A parcel is a mapped unit of land. Its situs address is the physical site, while its tax mailing address may lead to a person elsewhere.
The Treasurer Tax Search accepts parcel number, taxpayer name, property address, or mailing address. Those tax facts do not prove who occupies a home. Likewise, an assessor entry is not a substitute for the vesting deed that conveys title. Verify the recorded instrument through the Auditor, where the first ten digits of the 14-digit real-property parcel number can be used.
Three records, three meanings. Owner, taxpayer, and resident may be different people. Compare the deed, assessment roll, and tax mailing record before drawing a conclusion.
Snohomish County Vital Record Access
Modern vital certificates follow RCW 70.58A, not an ordinary agency request. Snohomish County Health Department and the Washington Department of Health issue birth and death products. The Auditor records marriage certificates, the Clerk holds divorce decrees, and DOH supplies marriage and divorce certificates from 1968 forward. Certified birth and death copies require a qualified applicant, identity, and proof of relationship. Anyone may order a noncertified informational birth copy or informational short-form death copy.
The current DOH vital forms directory links the distinct applications for each product.
The forms ask for event facts, requester contact data, product and quantity, eligibility documents when required, shipping choice, signature, and payment. DOH's base certificate fee is $25. Historical transfer generally occurs after 100 years for births and fetal deaths and after 25 years for deaths, marriages, and divorces.
Note: Use the live forms hub because Washington revised core birth and death applications in July 2025.
Snohomish County Custody Records
The Snohomish County Jail Register shows present or recent county custody by name, with booking, charge, bail, and court context. The Washington DOC Incarcerated Search covers current state prison custody. Federal and statewide offender systems have different scopes, and the local Sheriff verifies authorized offender information.
Custody data changes fast. A charge is an allegation until resolved, and release from jail does not end a pending case. Use the listed court cause number to locate the official docket. A missing DOC result does not rule out county or federal custody. Police incident reports must go to the city police unit involved or to the Sheriff for unincorporated areas; active-investigation, victim, and protected-person exemptions may limit release.
Washington Public Records Act Costs
The Washington Public Records Act, chapter 42.56 RCW, allows any person to ask for an identifiable existing agency record. An office does not have to create a new record, answer questions, or build an analysis. Inspection is free. Under RCW 42.56.120, an agency may document actual cost or use the statutory default schedule.
| Copy method | Default charge |
|---|---|
| Photocopy | $0.15 per page |
| Scanned page | $0.10 per page |
| Electronic files or attachments | $0.05 per four files |
| Electronic transmission | $0.10 per gigabyte |
| Small estimated request | Flat $2 when charges are $2 or less |
Digital media, containers, and postage may be charged at actual cost. Customized electronic access may carry a quoted actual cost. Ask for electronic delivery and discuss a narrower date range before fees accrue. Recorder, Clerk, and certificate products follow their own published schedules rather than this default agency-copy list.
Protected Snohomish County Records
Washington does not treat privacy as a single erase button. Each system has its own control. RCW 65.04.045 provides a route for Social Security number redaction from an Auditor electronic image. The Address Confidentiality Program under chapter 40.24 RCW gives eligible participants a substitute address for new records and adds protections for voting and marriage information. It does not automatically remove an address already public.
- Custodian
- The agency or court office responsible for the original record.
- Index
- A discovery list of names and record facts, not always the full document.
- Certified copy
- An official copy authenticated by the custodian for formal use.
- Exemption
- A law that permits or requires specific material to be withheld.
Court sealing requires the court process. Vital corrections go through DOH. Property or tax address corrections belong with the Assessor or Treasurer. Driver identity data is restricted by federal and state law. Requesters should minimize needless personal data and must not use open records to stalk, harass, intimidate, or defeat a safety protection.
Snohomish County Records Survived Fire
Local history corrects a common assumption about missing files. A courthouse fire spread from a blacksmith shop on August 2, 1909, but workers placed government records in fireproof vaults and saved them. The blaze should not be described as a wholesale loss. The present courthouse rose from 1909 to 1911 with a salvageable core and later additions.
The files had already made one remarkable trip. Snohomish County formed in 1861, and Snohomish City became its seat that year. After Everett won the seat in 1897, county records moved overnight in 37 horse-drawn wagons. That transfer explains why Everett custodians now hold material created while another city served as county seat. Digital access came much later, leaving pre-1976 Recording microfilm and Archives channels essential.
Request Snohomish County Public Records
RCW 42.56.520 requires an agency response within five business days. The office may produce the record, acknowledge the request and give a reasonable estimate, seek clarification, or deny it with a legal basis. A focused request is easier to route and estimate than a broad request for all information about a person.
- Identify the department that created or keeps the record. Use a court copy process for case files and a statutory application for vital certificates.
- Describe an existing record with the subject, date range, record type, and known identifiers. Do not ask the agency to answer an open-ended question.
- Submit through the county portal or the named department channel. Save the confirmation and all estimates.
- Choose inspection or delivery, then agree on format and charges. Narrow the scope if the search or copy estimate is too broad.
- Review any cited exemption. Seek agency review and, when warranted, judicial review under RCW 42.56.550.
Lawful personal use. Open access supports family research, estate work, consumer safety, and civic review. Never use a Snohomish County record to stalk, harass, threaten, or harm anyone.
A denial must identify the exemption. If part of a record is protected, the office may redact that part and release the rest. RCW 42.56.550 provides judicial review and may support fees or daily penalties after a wrongful denial. Lists of individuals also carry a commercial-purpose restriction under RCW 42.56.070(8).
